One of the primary sticking points is a demand from the Trump administration that Canada cut dairy subsidies, a move that would provoke the ire of part of Canadian Prime Minister Justin Trudeau's political base.

"The fact is, Canada is not making concessions in areas where we think they're essential", he said at the Concordia Summit in NY.

Trump said Wednesday that he rejected a meeting with Trudeau "because his tariffs are too high and he doesn't seem to want to move and I told him, 'Forget about it'".

The comments also mark a new low in relations between the two leaders.

But Trump suggested he may go forward with a revamped NAFTA without Canada.

"The United States moving ahead without Canada shows that Canada may be left out altogether", said Adam Button, a currency analyst at ForexLive.

Trump did not say what representative he meant. "We don't like their representative very much", Trump said in an apparent reference to Canadian Foreign Minister Chrystia Freeland.

A senior Canadian official told CBC News the Trump comments should be seen in the context of the continuing negotiations.

"If we don't make a fair deal for the USA after decades of abuse, Canada will be out", Trump tweeted. "If we made a deal with Canada - which, you know, a good chance still, but I'm not making anything near what they want to do". "Canada has treated us very badly". "Under our deal, not going to happen anymore".

The price of oil, one of Canada's major exports, eased after US data showed a surprise build in domestic crude inventories.

Mexico and Canada have historically been united in opposition against any changes in trade policy with the US, but Mexico's leadership has been reluctant to stall any further progress.

Canadian Prime Minister Justin Trudeau has indicated he may be willing to jump on a deal with the US and Mexico, but time is running out.

"How do you sell a dairy product at 300 percent?" he said, adding that it is obviously Canada's way to back-door a trade barrier disguised as a tariff.

The US made a deal with Mexico in August, but stakeholders on both sides of the border have urged for the US to make it a three-way deal and include Canada.

"Everybody knows what each other's position is on all of the major issues and it's really a question of whether or not the USA wants to have a deal", he said at an event organized by the University of Toronto's Munk School of Global affairs and the Politico news outlet.
