Prime Minister Shinzo Abe canceled a planned trip to Kyushu, Japan's southernmost main island, to supervise response efforts, according to AP.

Meanwhile, a 71-year-old man died after being buried underneath a storage unit that collapsed on him.

NHK World, the global arm of Japan's largest broadcasting service NHK, has claimed that nine people have died and more than 300 have been injured.

Tides in some areas were the highest since a typhoon in 1961, NHK public television said, with flooding covering the runways at Kansai International Airport in Osaka.

The airport could remain closed for a week if the damage is severe, Kyodo News reported, citing unidentified people.

Footage on NHK showed a 100-metre tall ferris wheel in Osaka spinning furiously in the strong wind despite being switched off.

Arriving on land, Jebi packed winds of up to 162 kilometres per hour at its centre, making it a "very strong" typhoon, the weather agency's chief forecaster Ryuta Kurora told AFP.

The Meteorological Agency further said that Typhoon Jebi is expected to cross over the Sea of Japan by late Tuesday, drifting further north, and would weaken to an extratropical cyclone by Wednesday morning.

A tanker smashed into Kansai Airport Bridge, which connects the mainland in Osaka Prefecture to the airport, at 14:40pm (local time) according to the Japan Coast Guard, leaving thousands of people stranded.

In Kyoto, it brought down part of the ceiling of the tourist magnet´s main station, and in Osaka, the high winds peeled scaffolding from a multi-story building.

Japan's Fire Department said local authorities issued evacuation advisories for more than 1.22 million people on Wednesday and a stronger, though not compulsory, evacuation order for another 29,600 people. The strongest weather front to have hit Japan in over 25 years also caused disruption to ferry and train services.

Power outages in the aftermath of the typhoon also forced retailers and restaurant chains to close many outlets.

About half a million households in Osaka and five nearby prefectures remained without power, as of 11am (0200 GMT), according to Kansai Electric Power. In just 48 hours, the storm morphed from a tropical storm into a bonafide Category 5 monster with sustained winds up to 175 mph.

"I urge the Japanese people to take action to protect your lives, including preparing and evacuating early", he said.

Although Japan regularly experiences storm activity, this summer has been unusually unique.

Japan's JXTG Nippon Oil & Energy Corp shut at least one of the refining units at its 135,000 barrels-per-day Sakai refinery in Osaka in western Japan due to typhoon damage to a part of the cooling tower, the trade ministry said.
