"We are not of the opinion it could have been an event committed by the pilots", he said, but added they were not ruling out any possibility since the in-air turn back was done manually and the systems in the plane were also manually turned off.

On March 8, 2014, flight MH370 was transporting 239 people from the Malaysian capital of Kuala Lumpur to Beijing, when it disappeared.

Head investigator Kok Soo Chon said, while its unlikely a deliberate diversion by the pilot or first officer, they can not exclude the possibility of a third party interference.

Family members of those on board the plane said after a briefing by the investigation team that they were frustrated because there were many gaps in the probe and questions were left unanswered.

The investigation had been described as a "final report", but in his opening remarks Kok said, "This is not a final report".

Kok said the final report was prepared in consultation with seven other countries, including Australia, the US, China, Indonesia, and the United Kingdom, which endorse its findings.

Malaysia's new government, which took power in May, has said the hunt could be resumed but only if new evidence comes to light and officials have seemed keen to draw under a line the tragedy.

She said the report proved that there was nothing negative about her brother's character, nature of work, professional record and family conditions before flying the ill-fated plane which went missing four years ago.

The Malaysian-led report, prepared by a 19-member worldwide team, reiterated the assertion that the plane was deliberately diverted and flown for more than seven hours after severing communications.

This follows an exhaustive 495-page MH370 safety Investigation report which also detailed that the Malaysian air traffic controllers did not initiate the three emergency phases in accordance with the standard operating procedures (SOP) in a timely manner.

"The Cabinet, in its meeting on July 11 with the investigation team, was briefed and has taken note of the findings of the Report", he said in a statement following the release of ICAO's MH370 Safety Investigation Report earlier.

One area that came in for criticism in the report by the 19-member team, which included foreign investigators, was air traffic control.

After years of fruitless searching in the world's most enduring aviation mystery, the report offered nothing concrete to grieving relatives of passengers - most of whom were Chinese - and crew hoping for some sort of closure.

"The disappearance of MH370 and the search effort are unprecedented in commercial aviation history", the Malaysian report said Monday.

It was the second major search, after Australia, China and Malaysia ended a fruitless AUS$200m (£112.8m) search across an area of 120,000 square kilometres (46,332 square miles) previous year. But that search was also called off after failing to find anything. It says all the evidence points to a an incontrovertible conclusion - that it was under manual control, and that it was deliberately flown out into the Indian Ocean.

Officials said this is still not a final accounting because the plane has not been found.

Former Australian prime minister Tony Abbott is among those to support this theory, saying in the lead up to the third anniversary of the plane's disappearance he found it "plausible".

Scattered pieces of debris have washed ashore on beaches in Africa and Indian Ocean islands, indicating a remote stretch of the ocean where the plane probably crashed.
