Fighting had died down on most fronts Sunday with the exception of areas near Tafas in Daraa's northwest which was hit by regime air strikes, according to the monitor.

Washington warned it would respond to violations of this agreement, but has done nothing so far. "They offered one option, to accept their humiliating demand to surrender, which was rejected".

The opposition's chief negotiator in wider U.N. peace talks, Nasr al-Hariri, last week accused the United States of complicity in Assad's southwest offensive, saying American silence could only be explained by "a malicious deal".

Tens of thousands of refugees have been fleeing to the borders with Jordan and the Israeli-annexed Golan Heights after Syria's army heavily bombed rebel-held areas in the city of Daraa over the past weeks.

"Jordan insists on its position that a political solution must end the Syrian crisis and it deals with relief organizations to help the displaced inside Syria", she said late Friday. "We are moving in all directions to bring a halt in fighting and protect civilians", Foreign Minister Ayman Safadi tweeted on Saturday.

The civilian delegation abandoned the negotiations "in light of the lack of clarity in the discussions and the Russians' insistence on imposing their conditions", the statement, authored by delegation leader Adnan Musalma, read.

ForeignMinistry spokesman Hami Aksoy condemned regime attacks on opposition-held towns in southern Syria and called on Damascus' allies to stop the offensive that has killed dozens of civilians.

According to a war monitoring group, the offensive has uprooted more than 120,000 civilians, driving a lot of them towards the border with Jordan and the Israeli-occupied Golan Heights.

Both countries' militaries have distributed aid supplies to people seeking shelter near the borders.

The Israeli army has deployed several armored and artillery forces on Sunday, into the Israeli-occupied Syrian territory of the Golan Heights.

The conflict has killed more than 350,000 people and displaced millions since it started in 2011.

State news agency SANA said Sunday the national flag had been hoisted in one of these towns, Dael, while Syrian state television showed images of people celebrating.
