But Eby insisted there is "a big difference" between Alberta's oil shut-off law and his government's request for a B.C. judge to rule on the province's power to regulate oil imports on environmental grounds.

The former chief executive of Alberta Investment Management Corporation said he expects the Trans Mountain pipeline expansion project will ultimately be built, but the federal and Alberta governments will likely need to take financial stakes in it first.

Pipeline company Kinder Morgan has ceased all non-essential spending on the project until it receives assurances it can proceed without delays, setting a May 31 deadline for those guarantees. "We are going to not allow Kinder Morgan to finish this pipeline".

McMillan said if a pipeline that meets a high regulatory standard, has all the approvals, support from a majority of Canadians and the backing of the federal government can not get built, it sends a chilling signal that Canada is not open for business.

The bill, introduced by Alberta Senator Doug Black in February, passed third reading on Tuesday. Alberta Premier Rachel Notley and British Columbia Premier John Horgan have been at odds over the pipeline.

The B.C. NDP government does agree with the Alberta NDP government on one point - cutting off shipments of oil, natural gas and refined fuels would indeed serve to punish this province. On Monday, Green Leader Elizabeth May was ordered to pay a $1,500 fine for her involvement in an anti-pipeline rally at a main gate to Kinder Morgan's pipeline terminal. "They want to bring that oil through here, but we say that we will stop Kinder Morgan", George-Parker said.

This lava has covered some 2,500 acres in and around the Leilani Estates neighborhood, and several flows have reached the sea. Officials said there was no release of any risky hydrogen sulfide gas after lava crept over the plugged wells Sunday.

Next day, Alberta energy minister Margaret McCuaig-Boyd expanded on the threat on the floor of the Alberta legislature.

"Nothing's going to change, it's just going to be a different victim in this political game of tennis".

A spokesperson for Horgan's office said the B.C. premier was heading to Yellowknife focused on a national pharmacare program and on ensuring provinces retain a leadership role in any national drug plan.

Trudeau said Canada loses $15 billion a year because oil can not be exported anywhere but the United States, adding that the pipeline expansion opens up the option of exporting to Asian markets.

At the rally yesterday, one of the speakers was Cedar George-Parker from the Tsleil-Waututh Nation, who have been leading the community opposition to the pipeline in British Columbia.
