Flash flooding hits Maryland community

Howard County public information officer Mark Miller said a torrent of water was rushing through the streets.

Kittleman said he considers the damage worse than the flooding two summers ago.

The nonprofit Ellicott City Partnership set up a website, HelpEllicottCity.com, to accept donations for businesses, residents and property owners.

"We had a very, very heavy cell move over us, and it just unloaded and did not let up", he said.

On July 30, 2016, flood waters tore through Ellicott City's historic downtown. On Sunday, the community received almost 8 inches (20 centimeters) of rain over a 6-hour period, but most of it fell during an intense, 3-hour period, Muccilli said. But authorities were just beginning to assess the damage in Ellicott City.

He said the storm could drop 10 to 12 inches of rain total, before it finally ends between 7:30 p.m. and 8:30 p.m. He said they are facing a similar emergency now.

Maryland Gov. Larry Hogan tweeted that people should use extreme caution and heed all of the weather advisories.

Hogan signed the order while receiving a briefing in Ellicott City from state and local emergency management personnel.

Ellicott City's Main Street was devastated by deadly floods two years ago. First responders rushed to the scene to rescue people who had become trapped in buildings along the roadway.

Hogan says on Facebook that he is heading to Ellicott City, located about 13 miles (22 kilometers) west of Baltimore, after Sunday's flash flooding form recent heavy rains.

As the water swept through the city, numerous videos posted online showed the flood rising to engulf the ground floors of buildings and streaming into open windows.

Meanwhile, some roads were also flooded in neighboring Baltimore County.

"If you don't have to be outside, you shouldn't be", Baltimore County Fire Department spokeswoman Elise Armacost said in a statement obtained by The Sun.

The same account later posted a photo of a rescue team helping people escape they're flooding apartments, as the lower level of the city's Main Street was nearly completely submerged.

In 2016, the small town's main street turned into a raging river, carrying away cars and other debris and forcing dramatic rescues of people trapped in the flood.
