Firefighters are not able to attack the active fire because it's burning too hot, Superior Fire Battalion Chief Scott Gordon said.

At least 11 people were hurt in the explosion, one seriously.

Also present in asphalt smoke are microscopic particles of chemicals that stick together as visible smoke.

Husky Energy's refinery in Superior, Wisconsin, caught fire, injuring 15. She did not know that patient's condition. Others were walking wounded.

The Associated Press reported that there were no known fatalities connected with the incident.

Panger said the fire was out by 11:20 a.m.

Authorities said a tank of crude oil or asphalt exploded at the refinery in Superior, a city of about 27,000 that borders Minnesota and the westernmost tip of Lake Superior.

Authorities say a smoky refinery fire that forced many residents of Superior, Wisconsin, to evacuate is out.

The evacuation order remained in effect late on Thursday, the Superior Police Department said on Twitter. "There's a big black plume of smoke coming out".

The duration and extent of the toxic hazard depends on a variety of factors, such as wind direction and speed, proximity to the refinery and weather events that can trap pollution close to the ground, said Elena Craft, senior health scientist for the Environmental Defence Fund. It's Wisconsin's only refinery, and produces gasoline, asphalt and other products.

At least one local hospital shut its emergency room and transferred patients to its Duluth location, as an investigative team from the U.S. Chemical Safety Board was sent to the scene to begin probing the explosions and fire at Huskey Energy around 10 a.m.

No damage estimate was available.

Husky purchased the refinery last year from Calumet last year.

The refinery, which Husky Energy purchased past year, processes crude oil from Canadian and North Dakota fields.
