Secretary of State Rex Tillerson is "taking a little time off" for vacation following an extended trip to Europe and the Middle East, his spokeswoman said.

In his speech on Tuesday at George Mason University, Mr Tillerson said the United States has "a longstanding partnership with Kenya".

"The United States pursues developed, sustainable growth that bolsters institutions, strengthens rule of law and builds the capacity of African countries to stand on their own two feet", said Tillerson.

Speaking on "U.S. -Africa Relations: A New Framework", he said over the past century, as African nations emerged from their colonial past, there had been a dramatic increase in America's engagement with Africa.

"Chinese investment has the potential to address Africa's infrastructure gap, but its approach has led to mounting debt and few if any jobs in most countries", Tillerson said. But seeing as one of the objectives of the visit is to "spur mutually beneficial trade and investment", the Secretary of State can help us make sense of the USA trade policies towards Africa.

Terror attacks in Africa have claimed more than 1,500 lives in each of the past three years, Mr Tillerson said.

It noted further that "humanitarian aid is truly life-saving", adding also that "this assistance will not solve these crises, most of which are largely manmade", and calling on all parties to allow aid workers safe and unhindered access to help communities in need.
