United Nations faces rival drafts on Iranian missiles to Yemen

A senior Western diplomat acknowledged that the worldwide community - and in particular, the Europeans - needed to do more to voice their concerns about Iran's behavior.

"Russia prevented accountability and endangered the entire region", Haley said in a scathing statement ending with a thinly veiled threat: "If Russia is going to use its veto to block action against Iran's risky and destabilizing conduct, then the United States and our partners will need to take actions against Iran that the Russians can not block", she said. The US representative also accused Bolivia, Russia, and Kazakhstan of protecting Iran from being held accountable for its alleged actions promoting chaos in the Middle East.

Kuwait's UN Ambassador Mansour Al-Otaiba, the current council president, told reporters Saturday that "We are still working on the text, but the intention is to adopt it Monday morning".

Haley did not specify what kind of action could be taken.

"Obviously this vote isn't going to make the decision on the nuclear deal".

"Today, Russia protected the terrorist-sponsoring regime in Iran", said Haley, who was traveling to Honduras. "That just validated a lot of what we already thought which is Iran gets a pass for its risky and illegal behavior".

The administration of U.S. President Donald Trump previous year agreed to sell the Saudis more than $100 billion in weapons, despite concerns among some members of Congress about the toll on Yemeni civilians from the Saudis' bombing campaign.

In a bid to win Moscow's support, the draft that was vetoed had been weakened to simply "note with particular concern" the violation, which was reported to the council by United Nations experts monitoring sanctions.

Diplomats said Russian Federation could veto the British text, allowing for a vote on its own draft resolution.

Allen said his country was deeply concerned that Iran has failed to take necessary measures to prevent the direct or indirect supply of short-range ballistic missiles, missile propellents and unmanned aerial vehicles to Houthi rebels in Yemen, as reported by the Panel of Experts.

Russian Federation proposed its own resolution to extend sanctions against Yemen for one year without mentioning Iran, which was unanimously approved by the security council.

Iran has rejected Western claims that it was arming Huthi rebels in Yemen, saying the conflict was instead the result of British and USA arm supplies to Saudi Arabia.

A British draft, which made explicit reference to Iran failing to prevent its weapons falling into the hands of Houthi fighters, was vetoed in favour of a Russian draft that made no reference to Iran's role.
