"We've got all the tools the House has to enforce subpoenas", Conaway said.
Bannon told the House Intelligence Committee that he would show up if an agreement could be reached with the White House on the scope of the questioning, according to the people, who requested anonymity to discuss a sensitive legal matter.
Schiff says the WH is still holding up Bannon's testimony to House Intel and they've rescheduled his interview to next week: "Should Bannon maintain his refusal to return and testify fully to all questions, the Committee should begin contempt proceedings to compel his testimony".
Republicans on the committee, including Peter King of NY, said they agreed Lewandowski should be given time to prepare for questions he might not have anticipated.
Congressman Mike Conaway, the Texas Republican leading the panel's investigation into Russian interference into the 2016 US presidential election, said he had expected Bannon to appear to answer questions, but Bannon was a no-show, part of lawmakers' ongoing dispute with the White House over the scope of their questioning of Bannon.

Bannon was disowned by Trump last month after the publication of the White House tell-all Fire and Fury, in which he is quoted as having called Donald Trump Jr.'s meeting with a Russian lawyer "treasonous".
