It promised a five point plan to close the gender divide by 2020 and a £320,000 pay cap for newsreaders.

Women have already said they have "no confidence" in the review and that they have been "excluded from the process".

BBC director general Tony Hall said: "Today's report does not find evidence of gender bias in decision-making". It found the gender pay gap at the BBC was 9.3%, against a national average of 18.1%.

Broadcasters John Humphrys, Huw Edwards, Nicky Campbell, Jon Sopel, Nick Robinson and Jeremy Vine have agreed to reduce their salaries.

Ahead of today's report a group of 170 women working at the BBC submitted evidence to a parliamentary Digital Culture, Media and Sport committee looking into issues around pay and equality.

Ms Miller, Tory MP for Basingstoke and chairwoman of the Women And Equalities Select Committee, said she feared that some of the action taken so far had been a "sticking plaster" for the cases of pay unfairness and equality raised by women and men at the broadcaster.

On Tuesday, Lord Hall apologised to any BBC employee who had not been paid correctly, but said he believed the BBC had not broken equal pay law.

The data revealed a startling gap in pay between its most senior male and female journalists.

"We believe the BBC must put these matters right by admitting the problem, apologizing and setting in place an equal, fair and transparent pay structure". But it claimed there were "logical and non-gender reasons" for pay decisions. That means the likes of Gary Lineker and Chris Evans, who are at the top of the pay scale, were not included.

The BBC is announcing "a significant overhaul" of how it manages on-air pay - as it accepts that it has "got some presenters' pay wrong". "I was earning a lot of money and it seemed entirely proper to me that I should take a few pay cuts".
