President Trump's Medicaid work requirement: How will it impact Colorado?

12 January, 2018, 12:31 | Author: Mable Gonzales
  • Trump administration allows states to make Medicaid recipients work

Those ten states, Arizona, Arkansas, Indiana, Kansas, Kentucky, Maine, New Hampshire, North Carolina, Utah and Wisconsin, all have Republican executives. Most who are not report reasons such as illness, caring for a family member or attending college. Some 60% of non-disabled, working-age adults have jobs, while almost 80% live in families with at least one member in the labor force, according to a Kaiser Family Foundation analysis. "There is a real risk of eligible people losing coverage due to their inability to navigate this process or miscommunication or other breakdowns in the administrative process", Musumeci said.

The new plan sets the stage for a potentially long and contentious legal battle over the shape and goal of a health program that more than 70 million Americans now depend on.

In California, 13 million people - about a third of the state's population - are enrolled in Medi-Cal, the state's Medicaid program.

Lead author Renuka Tipirneni, M.D., M.Sc., a U-M assistant professor of internal medicine, is available to discuss the results and how they might inform the national and state-level discussion about requirements such as those laid out by CMS.

The Trump administration swiftly signaled that it held a different view. She quoted from a speech President Lyndon Johnson gave a half-century ago, when he said that Medicaid's aim " is not only to relieve the symptoms of poverty but cure it". Many of these recipients are individuals who are employed but whose jobs do not provide health insurance. Many Medicaid enrollees may have physical or mental health problems - such as arthritis or asthma - that don't meet the criteria for federal disability programs, but still interfere with their ability to work, Kaiser said.

While some conservatives pressed her agency to quickly issue guidelines, lawyers within the Health and Human Services and Justice departments jockeyed for time to construct a legal justification that they hope can withstand court challenges. "While high-quality health care is important for an individual's health and well-being, there are many other determinants of health".

Almost 20 percent of the population received Medicaid benefits in 2015, according to the United States census. He said they also assist people to gain the skills necessary for long-term independence and success.

The move by the Trump administration paves the way for states to start programs that deny health coverage through Medicaid unless people demonstrate they work or are participating in "community engagement activities" like volunteering.

"So I think you take those recommendations, embed it in, put it back on the Governor's desk and let him explain to taxpayers why people who are capable of working are not working", said Rep. Seth Grove, (R) - York County.

Under former president Barack Obama's Affordable Care Act, known as Obamacare, 31 states expanded Medicaid coverage.

Democrats and health advocacy groups blasted the policy and said it would make it more hard for the most vulnerable Americans to have access to healthcare services.

Other groups criticizing the Trump administration's plans included Public Citizen, Families USA and the advocacy arm of the American Cancer Society.

CMS said the work and community engagement policy is for working-age, non-pregnant Medicaid beneficiaries who are not eligible for Medicaid on the basis of a disability.
