"Most people mistakenly think that that disposable cups are widely recycled, and dispose of them in on-street recycling bins", the committee wrote, adding that, in reality, less than 1 in 400 (0.25 percent) cups are recycled.

Chains Pret A Manger, Costa Coffee, Caffe Nero and Greggs alongside U.S. firm Starbucks are among the biggest coffee-sellers in Britain and have rapidly expanded in the last 10 years to meet increasing demand, Reuters reported.

The environmental impact is serious.

Thanks to the UK's ever-growing coffee shop culture, and the general trend for using disposable cups given at the counter rather than reusable ones brought in from home, the country is throwing away a huge 2.5 billion disposable coffee cups each year, according to a study by Cardiff University.

Appley Bridge Recycling Ltd is supporting a potential 25p "latte levy", which is a charge to be paid by customers in coffee shops for the use of a throwaway cup. "No packaging type is totally recycled and a ban on paper cups would hit manufacturing jobs and damage a growing service industry which makes a major contribution to UK Plc", said Mike Turner, Speaking on behalf of the Alliance.

But the committee said that a disincentive would be more effective than an incentive, citing the success of the 5-pence single-use plastic bag charge.

Piers Morgan's Life Stories: Caitlyn Jenner
Morgan, however, insisted that he brought out the doll for a "genuine education", and asked, "How does your physique compare now". A few people took to Morgan's Twitter account to tell him off for his insensitive approach to the question.

A spokesperson for the UK Government's Department for Environment, Food and Rural Affairs said the committee's recommendations would be carefully considered.

In a series of trials at 12 coffee shops in Cardiff, the study found almost a 20% increase in hot drinks sales with reusable cups if stores offer free reusable coffee cups and charged for disposable ones. Coffee cup producers and distributors have not taken action to rectify this and Government has sat on its hands. Coffee shops have been sending out mixed messages for years, emphasising that their cups are "recyclable" and staying silent on the fact they are not actually recycled.

Starbucks said it would also continue the 25 pence (28 euro cent) discount it already offers to customers who bring their own cup.

Mr Palmer-Jones said: "For any so-called latte tax to be more than just a light and frothy foam nod to reform, we need to wake up and smell the real coffee needed for a lasting brew".

"We heard evidence that consumers are more responsive to a charge than a discount and that a charge on disposable cups could reduce use by up to 30 percent."
"To understand how better this could work we are delighted to announce a partnership with Starbucks that will trial and promote a 5p cup charge in 20 - 25 central London stores".

"They are the ones who are expert in manufacturing".
