Man arrested after fatal Kansas police shooting

Thursday's incident began around 6:18 p.m.

Those in the gaming community told The Eagle throughout Friday afternoon that the man who made the police call - and had claimed responsibility for the call on Twitter - had been known for other swatting cases.

"They were arguing and I shot him in the head and he's not breathing anymore", the caller says. Armed officers in 2016 responded to an anonymous call claiming an active shooter was at Clark's home. Relatives identified him as Andrew Finch, 28. Livingston didn't mention discuss the online game but said investigators were tracking online leads.

Livingston did not say if the 28-year-old man had a gun.

Deputy police chief Troy Livingston called it the "irresponsible actions of a prankster" that created a nightmare for everyone involved.

Officers then entered the home and found four individuals inside alive and unharmed, police said.

Finch, a father of two children, was pronounced dead at a local hospital. Trey Forgety of the National Emergency Number Association told NPR in 2013 that 911 operators all over the country face 600,000 calls a day, making spotting a fake one hard. He said no one has been arrested in connection with the hoax.

Police have not yet released the identity of the man killed in the incident. Wichita police were sent to that address, which belonged to Finch, believing someone had killed their father and was holding several other family members hostage.

Lisa Finch on Friday told reporters "that cop murdered my son over a false report in the first place".

"He doesn't play video games", Finch said.

Officers soon flanked the house on three sides and readied themselves for a confrontation, Livingston said in his press conference. "[The officer] took me, my roommate and my granddaughter, who witnessed the shooting and had to step over her dying uncle's body". They were then transported downtown and interviewed by Wichita police officers.

The practice is called "swatting" and happens when someone makes a call to a police department with a false story of an ongoing crime - often with killing or hostages involved - in an attempt to draw a large number of police officers to a particular address.

Livingston called the shooting "tragic and senseless".

The officer who fired the shot has been placed on administrative leave, which Livingston said is standard protocol. He says the officer who shot the man is a seven-year veteran with the Wichita Police Department.

"We woke this morning to disgusting news about an innocent man losing his life", UMG spokeswoman Shannon Gerritzen said in an email to The Associated Press. "If the false police call had not been made, we would not have been there".
